Rethinking Same-Self Marriage as Economic Development

Re: Granting of Marriage Licenses to Same-Self Applicants

The incidence of individuals requesting same-self marriage licenses has risen substantially. A study by this office has identified wide variability in how Marriage License Bureaus and Jurisdictional Entities that issue marriage licenses are handling same-self applicants. While State statutes do not directly address granting of same-self marriage licenses, the State Attorney General has ruled that such licenses can be granted based on the Reciprocity of Gender Principle as established by the State Supreme Court in Bolinger v. Brothels Unlmited, Inc., and pursuant to the Governor's stated policy of making the State a national wedding/tourist destination.

Background
Multiple Personality Disorder (MPD) is a recognized medical condition in which an individual expresses multiple personalities from time to time. Two personalities are the typical number, but cases have been documented in which several personalities have expressed themselves in one individual. Personalities are sometimes also referred to as "alters," "states of consciousness," "ego states," and "identities."

Administrative Procedures
The following Administrative Procedures are hereby promulgated:

1. Proof of Multiple Personality Disorder. Applicant must provide a notarized letter stating that Multiple Personality Disorder has been diagnosed. The letter must state how many personalities the applicant has exhibited and state for each personality its estimated sex, approximate age and level of education and what percentage of the time the personality has been present during the prior 30 days. Any licensed medical doctor, chiropractor, dentist, podiatrist, psychologist, midwife, veterinarian, dental hygienist, HVAC technician, automobile mechanic, farrier, postal carrier or bartender may provide such a letter. Letters are required to be well written and follow accepted expository writing practices.

2. Applicant Must Provide a Notarized Affidavit. The affidavit must state that the applicant intends to honeymoon in the state for at least seven (7) days following granting of the same-self marriage license. The seven (7) day period shall commence from the date that the applicant signs the same-self marriage license. In the event the applicant has sufficient personalities to enter into more than one marital union, an additional seven (7) day honeymoon stay is required for each additional union (couple) whose marriage is covered under the marriage license granted to the applicant. (Example for illustrative purposes only: An applicant has six personalities and all marry, producing three unions. A total stay of twenty-one (21) days would be required.)

3. (a) Marriage of Opposite-Sex Personalities. In those instances where all of the unions contemplated by issuance of a same-self marriage license are between personalities of opposite sexes, no restrictions shall be placed on the respective personalities entering into those unions. The unions thus created shall exist on equal terms within the marriage and all unions shall have an equal say in all matters, including but not limited to, employment decisions, what television programs to watch, who does the dishes, who changes the cat litter box and who is too tired for sex.

(b) Marriage with at Least One Opposite Sex Union. In those instances where at least one union of opposite-sex personalities occurs, additional personalities may enter into same-sex unions, which shall be known as Subservient Marriage unions. Such unions shall be subservient to the opposite-sex union and must defer in all marital situations to the desires and wishes of the Opposite-Sex Marriage union, including but not limited to, employment decisions, what television programs to watch, who does the dishes, who changes the cat litter box and whether sex is even possible.

(c) Marriage in Which No Opposite-Sex Union Occurs. In those instances where none of the unions of the personalities involve an opposite-sex union, the personalities may enter into Conditional Same-Sex Marriage unions, provided each Conditional Same-Sex Marriage union involves no more than two (2) personalities. The Conditional Same-Sex Marriage unions so created shall expire at the end of one (1) year from the marriage date unless:

1. At least one (1) of the Conditional Same-Sex Marriage unions elects to have a member of the union change sexes, thus creating an Opposite-Sex Marriage union. In such an event, 3.b above will govern all of the unions in that marriage and the remaining Conditional Same-Sex Marriage unions will automatically convert to Subservient Marriage unions.

2. At least three (3) personalities elect not to be married in any manner and agree to form a Multiple Personality Marriage Supervisory Board. In such an event, the remaining Conditional Same-Sex Marriage unions shall automatically convert to Subservient Marriage unions. Such unions shall be governed by the Multiple Personality Marriage Supervisory Board, which shall retain unto itself all the powers vested in an Opposite-Sex Marriage union in 3.b above, even though the Multiple Personality Marriage Supervisory Board is not, in and of itself, an Opposite-Sex Marriage union.
